What does “released” prove? It supports exit from the reporting custodian. It does not rule out a transfer to TDOC, another county, BOP or USMS custody, or ICE. The destination and completed time come from the originating release record.

A live custody status answers whether the reporting agency still holds the person. A released event answers that an exit was reported within that agency's scope. Neither alone supplies the full legal path. A county booking can end in community release, state transfer, federal transfer, or an ICE handoff.
For a reliable record, preserve the VINE notification time, the agency name, and the offender ID. Then obtain the jail, TDOC, BOP, or ICE record that states the completed event. Reconcile that event with the court order when the reason matters. That sequence avoids turning a useful alert into a broader claim the source cannot support.
A still-incarcerated FOIL status points to continuing TDOC custody. Parole or probation points to community supervision, not the end of the sentence. An inactive result requires the underlying release or discharge record before a reason is assigned. These state labels do not resolve a jail-only misdemeanor, and absence from FOIL does not prove that Tipton County completed release. Each result must stay within the source's actual jurisdiction.
